The City of Grand Rapids
The North Quarter CIA has a three-year memorandum of understanding (MOU) with the City of Grand Rapids for the maintenance of the Plainfield Avenue bio-retention islands. The MOU allows the CIA to utilize sponsorship revenues collected by the City Treasurer from some property owners in the North Quarter district for the maintenance of the islands (no tax increment revenues are used for this purpose).
